The lawsuit alleges the misappropriation of $21 million of county funds that were provided for a road project at the Carolina Panthers HQ site. York County has previously made a claim with GT Real Estate Holdings LLC, Tepper's company overseeing the project that filed for Chapter 11 bankruptcy, for the money, but is now suing other Tepper-led entities.
