With undeveloped land in San Antonio becoming more scarce and more expensive, developers have had to turn to the extraterritorial jurisdiction (ETJ) — a 5-mile area outside the city limits — to ply their trade. The discussion around San Antonio's future took a step forward earlier this month when city officials unveiled a new growth management plan during a city council meeting.
