I read with interest Dan O’Connell’s column ("Viewpoint: Pass a local option transfer fee on real estate," Nov. 18) endorsing a local option transfer fee on real estate transactions in Massachusetts, a version of which was passed by the Massachusetts Legislature in the 1980s when I was a State House reporter covering a proposal for a Cape Cod Landbank.
