State Sen. Scott Wiener's bill designed to add 3 million housing units along transit hubs in Oakland, San Diego, San Jose and Sacramento was derailed by a committee vote.
Proponents envisioned the measure as a way to help solve the housing crisis by upzoning development sites near public transit corridors and stations, such as BART stations in the East Bay, with five-story apartment complexes and condos. The proximity to rail hubs and bus stations was designed as a way to reduce car traffic congestion.
