The city of Sacramento dove deeply into arguably its biggest issue Tuesday, with a multi-hour City Council hearing on addressing a lack of housing of all kinds. Here are some takeaways.

1. A large part of the problem stems from a dramatic decline in public sources of financing for affordable housing over the last decade. The two largest federal sources went from $10.3 million in 2003 to $6.2 million last year; locally controlled money dropped from $19.6 million in 2006 to $5.6 million in 2017.
