Baltimore Harborplace designs need to be reworked, city panel says

"As it stands now, this site looks overbuilt," warned Pavlina Ilieva, chair of the city's Urban Design and Architecture Advisory Panel. "I encourage the team to take a step back and reevaluate. We don't want to rush this."
