Bethlehem construction moratorium ends, new comprehensive plan approved

Some of the recommendations in the comprehensive plan would allow more flexibility in housing, such as allowing two- and three-family units, permitting accessory dwelling units and density incentives for residential developments that include affordable housing based on income thresholds.
