Counties, state argue before Hawaii Supreme Court on constitutional amendment to tax property for schools


The Hawaii Supreme Court is expected to rule on whether a constitutional amendment granting the Legislature the power to assess a “surcharge” on investment real property may be struck from the Nov. 6 ballot after hearing from attorneys for the state and for the counties, who argue the wording of the question is unclear and misleading.
