Downtown Milwaukee’s activity is recovering, but still short of pre-pandemic levels

Milwaukee appears to be doing better than many peer cities in bringing people back to downtown as part of their daily routines, and local surveys this month suggest more than half of daytime employees are regularly showing up at the office again.
