Harbor Towers board to sue state over tower planned next door


The board of trustees of the Harbor Towers, two residential towers next to the downtown Harbor Garage, have taken the first steps toward suing the state over its approval of a downtown plan that would allow for a skyscraper to be built on Boston’s waterfront.
