Master-planned community with homes, apartments proposed for Pinal County


Officials with El Dorado Holdings, the Scottsdale-based owner of the site, say they are preparing the property for future development and to market to potential home and apartment builders despite a slowdown in the housing market this year. Part of the acreage is designated for commercial use, according to the project documents.
