Mayor Breed proposes ballot measure to waive transfer tax on office buildings converted to housing


Developers are balking at pursuing office-to-residential conversions in San Francisco, where the cost of such projects, they say, is too high. Mayor Breed is proposing a new ballot measure to ease that.
