Construction is to start this year on the downtown Vel R. Phillips Plaza after Mayor Cavalier Johnson finalized $15.75 million in city funding, and officials launched the process to find a “uniquely Milwaukee” restaurant to serve coffee and adult beverages, ice cream and food.
