Past pledges to Sears, Gimbels curb redevelopments at Southridge, Regency malls


As developers and city officials are looking to revive Regency and Southridge malls, they are bumping up against arcane, 50-year-old legal barriers put in place by J.C. Penney, Sears and Gimbels when those shopping centers were first built.
