Seeking to double population, Milwaukee’s downtown plan envisions more towers, fewer driving lanes


Big changes to downtown Milwaukee envisioned in a draft long-range plan start just outside the front door of City Hall, with narrower streets, expansive plazas with outdoor tables, food trucks and private development replacing the home office of the Department of City Development.
