Texas economic development leaders struggle without availability of Chapter 313 incentives


There's incoming evidence that more companies are starting to pass on Texas. That's because economic development leaders are now operating without one of their most important economic development tools: Chapter 313. The program offered companies the opportunity to receive large school district tax breaks. It officially came to an end on Dec. 31, and representatives from some areas said they're already starting to see the impacts. "The Texas miracle is over," as one civic leader put it.
