The Avenue, which will be built next to the State and Paramount theaters, was originally planned as a mixed-use residential tower. The project from Congress Development Partners Ltd. was first announced in 2016 as a luxury apartment building also featuring office space, a restaurant and bar. The building was notable at the time for its lack of a parking garage.
