City Council signals shift in homelessness strategy with approval of $35 million for affordable housing


The Sacramento City Council laid the path Tuesday for the construction of 820 new units of affordable housing, signaling a pivot away from the temporary shelter plan the city approved more than a year ago, in favor of a new focus on building permanent housing.
