Former Epstein’s in Highlandtown to be rebuilt into 140 apartments


A former department store and warehouse in Highlandtown is set to be converted into apartments.

The vacant Epstein's building at 3825 Bank St. is planned to be razed and rebuilt to hold 140 market-rate apartments and ground-level retail. WorkShop Development and CLD Partners are in negotiations to purchase the property and are expected to present design plans for the project before a city design panel Thursday.
