Franklin wants Strauss payment guaranteed under 2019 development pact, even though plant wasn’t built

The city of Franklin intends to collect on $230,394 from an affiliate of Strauss Brands relating to a 2019 agreement to support its as-yet unbuilt new headquarters and meat facility.
