Frontier Communications Parent Inc. is considering a corporate headquarters shift from Norwalk, Connecticut, to Dallas. But it comes with a catch: It might just move all of its North Texas jobs to Tampa and not bring the headquarters to the city at all if it doesn't receive the incentives that it's looking for.
