Jemal adds more apartments to Elmwood-Bidwell development as costs rise

The number of apartments in developer Douglas Jemal's planned Elmwood Avenue-Bidwell Parkway project is increasing — and so is the price tag, thanks to rising construction costs and efforts to stabilize the property.
