LV Collective — which has already developed multiple towers in the area near the University of Texas, and has branched into other kinds of high-rise housing, like Rainey Street’s Paseo — plans to redevelop adjacent parcels on West 24th Street, one used as a parking lot and one home to a retail center that includes Starbucks and Smoothie King.
