New life for vacant shopping center as 1st phase of R&R Marketplace opens in North County


The opening of the first phase of a redeveloped vacant strip mall in North County is the culmination of a nearly 10-year effort by the leaders of the nonprofit group Refuge and Restoration. Construction on the second phase of the $18 million-to-$20 million project is expected to begin later this year.
