Proposal for Blue Cross Blue Shield site gets lukewarm response from Eagan City Council

A plan to transform the former Blue Cross Blue Shield of Minnesota headquarters into a new headquarters and distribution center for Johnson Brothers Liquor Co. received a lukewarm reception by the Eagan City Council this week.
