Philadelphia restaurateur Stephen Starr has a thing for New York’s formerly gritty meatpacking district — his first restaurants in that city, Buddakan and Morimoto, are there — and he was drawn to Union Market's similar vibe for his next D.C. project, a location of Brooklyn restaurant St. Anselm with fellow restaurateur Joe Carroll.
