USAA, LA developer pitch residential conversion of Virginia office complex


San Antonio-based USAA Real Estate Co. is partnering with Los Angeles-based developer Lowe on a plan to transform at least part of a 1980s office complex in Alexandria, Virgina, into a 400-unit residential development.
