What to do when neighboring cities become enemies


In January, San Jose and Santa Clara settled contentious lawsuits that pitted the neighboring cities against each over development plans. That’s the good news. The bad news is that this kind of dispute can erupt much too easily among Silicon Valley cities, and it’s going to take foresight to ensure this doesn’t happen again.
