Seattle is expensive, can be a traffic nightmare and has a homelessness crisis. But it once again is one of the best cities in the U.S.
The 2019 U.S. News & World Report ranking of best cities ranks the Emerald City at No. 9. That's one spot ahead of 2018, but three places below Seattle's top spot of sixth, in 2016, the first year the publication did the rankings.
It's also the second year in a row that Portland ranked higher.
