Despite obstacle, transformation of former Black Rock malt house is nearly finished

Fred LoFaso has encountered plenty of obstacles in his effort to transform a historic Hertel Avenue malt house into a mixed-use development, but the developer is hopeful the biggest challenges are behind him.
