The third and final piece of the Housing as Health collaboration between Portland health systems and Central City Concern celebrated its grand opening Tuesday.
The Blackburn Center, located at 12121 E. Burnside St., encompasses a health care clinic, pharmacy, 51 units of respite care for people discharged from a hospital with nowhere to go, 80 units of alcohol- and drug-free transitional housing and 34 permanent homes.
